Not as described. As you can see from the picture, this is a far cry from 4mm × 20mm. In fact, it's 1mm × 4mm. So you get about 1/20 of what you paid for. There is no legal claim that this was the wrong product as it is clearly marked as sold. Thus, the seller either has absolutely no quality control or he deliberately gives wrong information about his product.
