Not true to size. in my opinion

The waist had to fit between 27 and 34 inches. My granddaughter's waist is 27 inches and is too small and two sizes too small. We're so disappointed because she wanted to wear it with her fancy dresses to make her look spectacular, but it's uncomfortably small. waste of my money.
