Does not appear to be waterproof

I bought 2 of these bags for extra storage. I now knew that when I sat under the seat I had to get them out to make sure the floor was dry after every creek crossing. The problem is that there is moisture on the contents, which is not suitable for tools. Not sure if the water leaked from the creek or if they somehow condense the moisture. I live in a dry place with low humidity.

Pros
