Cannot handle rated current

These are not 10A fuses. Used to replace the 10A fuse in the outboard motor. Blown out when I turned on the ignition. This happened with 3 fuses in a row. Assuming I had a bad short in the motor until I found the 10 amp ATO fuse and it worked fine and continues to work. So 25 scrap.
