They can be worn under clothing in winter. I have an 18 month size for my 16 month old girl, the 18 month size fits her but is still a bit big and she is not a chubby girl - they are very tight for her but work because they do can wear it under leggings and sweaters etc but if your child is between sizes I would go up a size.
