Shorts run small at bottom

I bought these for a Halloween costume this year. It arrived quickly and in excellent condition. My only problem is the size. I took XL to be on the safe side as I figured if it was big I could make it a bit smaller but it fits like am/l. I usually wear L to XL, but here it was full. I think if I take off my shorts it will be perfect.
