Transfer Tape Won't Stick or Tear

Cuts and weeds well but won't peel off my transfer tape or stick to the surface. I've never had a problem sticking permanent Cricut vinyl to this type of surface. The surface was wiped with alcohol and even tried to wait 30 minutes. I've already spent a whole page redoing my project with a less sticky transfer tape. This batch may have been incorrectly stored or may be defective. waste of money and time.
