Just doesn't work

I bought this fan/light switch for a 52" ceiling fan in a bedroom. After installation the light worked fine but not the fan speed. The high fan speed was quite normal, but at medium and low speeds the fan blades hardly turned at all. I wanted to get rid of the pull chains, which I could do if the fan speed was working. I returned this switch and bought a simple dual top and bottom switch that only takes up one slot in the junction box. At least I was able to eliminate the light train chain, but I had to leave the fan speed chain to change the speed.
