Can't tell what it's designed for, but it works great the way we use it! I bought this as a Christmas present for my grandma this year as she is 82 and has sciatic nerve pain making it difficult for her to move around. Your Rat Terrier mix is now about 6 years old and absolutely obsessed with tennis balls and fetch. I bought this so they can play ball without getting up and grabbing the ball if the dog can't find it or it's rolling down the hill when it's near us. The dog can now play tug of war on its own, although it won't be left unattended in case it tries to gnaw through the tight rope (which appears solid except for the dog's teeth). Everything seems to be working great so far, and as it gets warmer it will be even better!
