Review on 12-inch Metric and Inches Rulers by U.S. Toy (Model SS-UST-7900) by Shantel Griffin

I teach 3rd grade and these rules have strange, contradictory labels. My kids can't use them. My set was standard, but there were also a few inconsistent metric measurements in the rules. For example, on the inch side, halfway between 3 and 4 inches, it says the number 8. I have no idea why. Some inches also had millimeter markings, but not the entire page of the norm.
