Doesn't mix well when crafting

Doesn't mix at all with glycerin soap base. I tried to shuffle, and in a couple of places he settled at the bottom of the form. I tried mixing it with activated charcoal soap to make it look VERY black. The black dots you see from above are paint, the rest is charcoal. I shuffled and shuffled and shuffled and he just sank to the bottom
