I think I followed the instructions and my digital picture frame worked but when I decided to do some work on the frame after 2 weeks I detached it from the wall, put it somewhere else and plugged it into an outlet. Phew, that doesn't work. I guess I should have disconnected the frame from the cable first because the reading jumped from 5 to 30. I think there should be a warning asking you to unplug the device. Apparently it needs to be plugged into the wall before attaching to what you bought it for. It looks like my picture frame has been damaged and no longer works with any power cord. I think a warning in big letters attached to the cord would have saved me from this error. I looked for the company's phone number but it wasn't there. There is an email address but to be honest I haven't tried it. The cable was not damaged, only my digital picture frame.
