I don't know they just made a mistake in what they sent or what. but I have ordered 18-24 months for my daughter who is 2 years and shift (28 months). These skirts are HUGE. They fit our 6 1/2 year old who is 85% tall. I mean. I don't know what planet a 18 meter kid that would fit on!
