Works small and short

Okay so I order XL and 2-3T for my girlfriend. I read it would be big and still took XL because it would be comfortable. (I'm 169 lbs, 5'4, use size 10-12). Yes No! I was planning to return it but they would charge £5.97 if the outfit was £6.99. And the baby is small too. It fits my 1 year old child. So now it's a gift for a friend.
