Am I missing something?

I had the impression that you can set the pawl as close as possible to the desired level and then fine-tune it with the knob I thought turned. The only way I can get them to work is by twisting the top, but that's not possible unless you're maxing out against the pop-up and want them to be snug. Am I missing something?
