This is a simple concept that can save you money and hassle. Basically, these devices will cut power if the power goes out, even for a split second. They will not turn back on until power is turned on and has been stable for 30 seconds. This prevents two important things: 1) power surges, which are very common when power "returns", are much less likely to damage your device 2) on machines with motors, the device can stop completely before power is restored, which prevents burnout of the motor. Washing machines, DVRs, TVs, etc. can benefit from this protection. Note that there is another model that has a 3 minute timeout for compressor units (fridges/freezers).
