Confused size chart

Bought for my 7 year old grandson. Loves shoes but ordering the right size was a shot in the dark. Asked a question about the size chart and didn't get an answer. They ended up being about 1 size too big but he can still wear them and has room to grow. Poor rating based on the size chart otherwise it would have been 5 stars.
