Wheels not impressed

Bought this for my grandson and he wants to know where the peddlers are. He even reminded us that he already has a scooter. He's right. When riding a scooter, the child is also taught balance. My dad taught me how to ride a bike like a scooter and when it seemed like I could keep my balance he told me to pedal and it worked. I learned to ride my two wheeler in about an hour. In her defence, my daughter insisted that I buy this bike without the pedals. But my grandson is not happy. I'm old school and I think it might be the waist. In the end, the child is still riding on two wheels. So why buy two bikes when you only need one with pedals?
