Doesn't turn on when household fans are on

I charged it as soon as I received it, the red light never goes out. After 4 hours I unplugged it (as instructed) and tried turning it back on but nothing happened. I thought maybe it wasn't charging and let it charge longer, the red light still wouldn't go out. Don't know if the lithium batteries weren't installed or if they were defective, but the fan won't turn on at all.
