I'm pretty sure it can hold both:

Received the package in the mail and was shocked to see how small and light it was. I thought it was a mistake and only bought one bowl. I opened my jacket and put it on. Surprisingly warm, especially considering how light it is. Haven't had a chance to use it in snow/cold conditions but just trying it on I'm pretty sure it will hold up to both.
