Keeps water on floor decor

I love the look of this rug so I ordered a second one when it arrived. It rained 2 days ago and the water stayed on. We constantly bring wet shoes indoors, even though the floor is dry. One of the carpets is always in the sun but still doesn't dry out, so the dog's wet paws and our wet shoes, which were dry before stepping on the carpet, leave marks in the house. I want to return them but I can't until they are dry! Update 11/11/21 - decided to abandon the carpets and use indoors only
