Yes, these are DOT Legal headlights. They are DOT approved and SAE J3383 are the documents to have with you in your vehicles.

SAE J1383 are documents to put in the glove box, they give specific information about the legalized condition of all headlights. The top page must be colored. The rest are specifications for all headlights. Bench tested, 12V working as advertised, recommend 24V operation with 32V peak 12V peak current: 3.5A high beam per bulb, 1.3A low beam, 100mA DRL on average 3% lower high beam, 6% lower low beam, 12% lower or higher DRL 3.46666A Lo 1.244444A DRL 87.99999mA 24V meets 1/2 amp FYI specification.
