Doesn't keep phone (S9+) charged when synced to TV

USB-C port doesn't keep phone (S9+) charged when synced to TV via HDMI. When not connected to a TV, USB-C only charges the phone. It took 24 hours to go from 1/4 charge to full charge. It was advertised as a fast charger. I used a fast charge cable.
