I just took them out and plugged them into the wattmeter on my desk. At 12v they only use 50w so that's quite a distance from 250w. They add light and after a bit of research I found that very cheap LEDs almost always have less power. I wasn't expecting a fifth of the power, but for $32 I find it better than gluing a flashlight to the hood. (Updated) I just finished installing these lights. I removed the sprocket because the bolts that came with it didn't fit the 2" bar. I had to take some 25mm stainless steel screws to install them. The bracket is very cheap steel and I'm pretty sure it's going to fail first. Attached are two more pictures. One of my arms has my standard low beam LED bulbs on the bottom (lower arm) and those bulbs meet my arm. The low beam definitely gives off more light. ... Not even close to 250! but for $30 they add more light. Also, as another reviewer pointed out, definitely Spotlights. No point focus.
