Doesn't fit well on the head

The helmet is nice but it doesn't work to fit the head well. I tightened the dial until it was pinching her head, loosened the dial, tightened the chin strap, undid the chin strap and whatever the helmet wanted to drop on her head offered essentially 0 protection if she was using the visors on her bike or attached scooter. .She has gone back to her old helmet and I am looking for an affordable replacement.
