Suitable for balls depending on age

I bought this for my 2 year old niece who loves to run and chase things. I was upset when the balloons didn't fly! Because she would love to chase them down and put them back in. The sound is too loud and annoying. She quickly lost interest. I think it's perfect for younger kids.
