I think I have a bad charger. Waste of time and money

Something is wrong, I think I have a bad charger. I have two 12 volt 24v batteries connected in series. The charger did not light up when I first plugged it into an outlet and glows amber when the batteries are connected. So far, the batteries have each dropped from 12.5 to 12.2 within the first hour.
