Waste of money and time
This is the worst bleed through fabric I have ever used. I removed the white fabric because we didn't need white fabric for this project. I followed all the steps in dealing with bleeding tissue. For this particular job, my student laid a layer of fabric on top of paper. After spraying and removing the napkin, there is a completely empty spot where the napkin was placed. Second photo for comparison. The same technique was used with another brand of watercolor paper.
