The case diameter is less than 1157. It does not fit tightly.
The batch I ordered does not conform to specification 1157. I have been struggling with them for quite a long time. They flash and go out as soon as they are inserted into the holder. You can move it and make it blink. I cleaned a new bulb, tried all 10 and got the same result. I was able to set the default 1157 and it stayed and worked fine. Out of curiosity I took out my calipers and these tubes were a bit smaller in diameter than the real 1157. This caused grounding problems. Even if I could squeeze them in there, I wouldn't want the taillights to flicker.
