Contact cement on cutting socket? WTF?

What's with the glue and the suction cup? The whole idea behind the suction cup is that the device can be attached, removed, and reattached at will. Very strong glue on the suction cup makes no sense at all. This phone holder would be perfect if there was no contact adhesive.
