Solar charging drains the battery!

So I still have an old radio/flashlight but the last power outage that killed me wanted another one upstairs. It has arrived and seems to suit my needs. I put it by the window to get 2-3 hours of good sun a day. I made sure I checked it to make sure I didn't overcharge the device. Well I went there today to check it and the battery died. I plugged it in and let it charge for 1 hour and it seemed like the battery was still fine. I scratched my head as we've had sun for the past few days. As far as I can tell, the LEDs will light up to let you know when a charging source is detected, be it a solar panel, hand crank, or plug. The solar panel will make it flash "I found a charging source" so the solar panel never actually provides a charge, instead the LEDs drain the battery. The whole point is to have it with a charger in case of an emergency. Looks like my window to get it back is gone so I guess I'm stuck with that. For this to work I think I need to put some tape on the solar panel to keep it from discharging off the solar panel.
