When I received this I was surprised that the upper is ribbed cotton. Although I like it as the tutu makes it everyday and not for special occasions. The tulle is soft and doesn't itch like most tutus. My daughter will wear it all day and says it's comfortable. It floats well and is not stiff. I still don't understand why it comes with an extra package but it's just a bonus. I've machine washed it a few times and it still looks the same. The fit is true to size; My daughter is 5 to 6 years old and the small size is perfect.
