If like me you've searched all over the internet, you'll be disappointed to read a review that says a non-Samsung dock will work, and then another review stating this doesn't work - let me wrap it up for you! Confirmed that this is indeed running full Dex mode on my Galaxy s9+ with Android Pie update. I think Pie's update makes it work with all hubs, but if you're in the same situation - look no further than this hub! This works with both USB-C with Power Delivery and a non-PD power adapter, but with a Quick Charge 2.0 power adapter. However, I had no luck connecting it to a Nintendo Switch. I've tried connecting it to an official Nintendo power supply, tried connecting HDMI before plugging it into power, HDMI won't plug in before plugging it into power, all sorts of combinations to no avail, so would I avoid this hub if that's what you're looking for.
