I would buy it again!
Not sure about the locking feature but this one is durable and punches a lot of paper at once. I was looking for a brand I used at work and they want around $125. This one was a lot cheaper, looks and works the same. For large stacks of paper without staples, punch holes in the paper. Now that I said long lasting it fell to the floor and I thought I was done. It did not work. I left it and can go back, emptied the tray and it worked again. Very important!
