Not UL listed so probably safe. There are several other certification marks (CE, S, N, D, KETI, FI, CQC) on the power cord. Really light construction, so light that trying to remove the end cap will likely splinter the aluminum body. As long as you install them in a place where they won't get accidentally hit, you're probably fine. Although the T5 connectors allow for grounding, the plugs supplied do not, and the third connector does not connect inside the lights. For most, this may not matter much. Finally, the packaging doesn't do much to protect the light. The outer box was quite dented and out of 4 lamps 2 shells were dented (of course the shells are REALLY thin).
