plastic holder, they stink. The whole lid comes off so when I opened it the eyes were everywhere (I live in a very dry climate - static electricity is crazy!) and the biggest eyes are in the middle of the container. The top has a 'divider' in the middle and that makes it impossible to put it back on - all the big eyes filled the space for the divider and I couldn't put the top back on. I take the items out of here and put them in little ziplock bags, but that's not going to be fun either since I can't access just one department I have to discard and separate them all. Aside from the container issue, this is GREAT - I needed smaller eyes, and I didn't want to buy 5000 so I went with this one instead. :)
