Size chart is wrong - buy one size up
UPDATE: I bought the 18" size a few months later and it fits me much better. The collar is well made and the only improvement I would recommend is making the links more rounded so the collar comes off easier when the dog stops pulling. The size chart is wrong. I bought the size 16" because my dog's neck is 13 1/2" long and almost impossible to snap.
