We bought this cover to protect our chair from cat hair and possible stains. This coating prevents crumbs, hair and dust from building up in buns and seams. The lid is easy to clean with a vacuum cleaner or roller. I haven't had any wet stains yet or need to wash covers. My advice for best results is to take the time to tighten the covers as best you can. The clamps are really easy to use, so don't worry about where to put the hinges - any part of the frame you can get to should work. Just keep them away from hinges or pinch points where the hinges could break. The lever to unlock the tilt mechanism can be operated through the cover, but yes, it's closed. I only have one bar so it's very easy. Older lever mechanisms can be more difficult.
