Can be used before applying lipstick. It has a slightly grainy feel so you can rub it on your lips and it helps exfoliate them. It also has ingredients that keep your lips soft, so after use you can just leave it on unless you're wearing lipstick and it doesn't look weird. The grainy particles will disappear after a short while, so you can just leave it as a balm. But I like to apply it between my lips and then wipe off the excess before applying lipstick. It makes my lipsticks smoother and keeps my lips from drying out. It contains some oils. So if you're using a matte liquid lipstick, just let it sit for a few minutes so it doesn't interfere with application. But I find it helps my lipstick look better for longer because my lips are smoother and more hydrated. I have used several Laura Geller products and they are all really good quality.
