I've been using my new nvme for a few days now and have noticed that it gets up to 65 degrees celsius at times but stays below 50 when idling. Assuming it was a halfway cheap experiment, I ordered this heatsink kit and immediately saw that the idle temp is around 40 and now rarely goes above 50. Another plus is that the temperature doesn't fluctuate much, with slower and lesser rises and falls. it is indeed a 2 pack as stated in the listing. I had no trouble tightening the elastics and they seem flexible enough to provide enough compression without damaging any components.
