Definitely make it bigger!
The jacket is colorful and well insulated. The 2T I bought for my medium sized 2 year old fits a little snug around her stomach and shoulders and kicks up when she raises her arms. So you should probably increase the size. Otherwise a pretty nice jacket that will last all season. We especially like the warm hood.
