Set Screws Do Not Match 2 Mounting Holes

As you can see in the photo I can put about 2mm of set screws into the linkage holes before it literally bends my allen wrench, I just don't get it, the set screws must be misadjusted. Clutch not used yet.

Specifications: Shaft bore 1" diameter, 14 teeth, drum thickness 1 3/10".
