They fit my new 2019 Outback 3.6 Touring perfectly. You'll have to move/rotate/convince them as much as possible to make sure the OEM outlet isn't limited by the tip, but that's not hard at all. If the bottom of the OEM outlet is flush with the bottom of the outlet tip (ie the outlet is not constrained to the outlet tip hole) then you are correct. A little blue Loctite on the threads for insurance and they're pretty secure. They are a great addition to the subtle decoration of the rear of the car. I don't know why Subaru doesn't make them an official option for the Outback 3.6.
