Type C is not suitable for components of the computer

I have a problem with the port of Type C, I have a USB 3.2 cable from C to C. And when I connect it to the port of Type C At The speed of this card is less than 400 Mbit/c, which corresponds to the USB 2.0 standard. If I use the same cable but with an adapter to Type A and I plug it into the Type A connector in this card I get full speed. Using the same cable and even adapter, why am I getting the correct speed (in type A port) and right in port C (no adapter, same cable) speed of USB 2.0? By the way, the card is connected to a PCIe X16 port.
