We needed a Halloween costume for my daughter to keep her warm on a chilly October night. My 16 month old daughter is chunky and wears 2T in most things but it's not long enough. If you have a child who is on the low end but stocky, this should suit them. If your kid is really big for 2T, maybe it's a little small. However, I don't think this will be a problem as it can be paired with boots and looks really cute even if it's a bit short. There is a front zip to help with diaper changes but no crotch closures/zips in case that gets in the way. This may not be the best choice if your toddler is potty trained.
