My 2001 Jetta 2.0L didn't "warm up" very quickly. It took 30 minutes for the temperature gauge on the dashboard to reach the nominal 190. I replaced the thermostat and temp gauge, flushed the coolant and now it works fine (warms up in about 5 minutes). I think the old thermostat is preventing the water from circulating properly.
