Tighten by hand first, then add a little more with an Allen wrench.
. remove with an Allen key. They're very difficult to remove with fingers, but someone really motivated could probably use pliers to remove them. The neighborhood vandal blows air out of my tires at least once a year and hopefully that will stop him.
