FIXED hinges work best for monitor arms

TLDR: Look elsewhere, it's too hard to adjust monitor position, but I see this product as a leader in repairing stiff joints and allowing tension adjustment for all joints. You're very close to a good product, but not yet. The joints are too stiff to freely move your monitor's position. Unfortunately, stiff joints don't seem to want you to fix them. They didn't provide them with a hex wrench (they provided 2 wrenches but 3 sizes of hex bolts are used). I tried to loosen them with my 5mm allen key and they wouldn't budge. The screws and bolts used are cheap and tend to loosen or be out of tolerance - this starts with the 3 screws that attach the rack to the base but definitely applies to the 5mm hex screws as well. Accordingly, I do NOT recommend this product. Now for the good: Despite the cheap screws/bolts, the assembled product is very solid. The gas spring arm worked well and raised/lowered my 24" monitor with ease (but still didn't rotate well due to the rigid connections). The oval-shaped C-clamp allows mounting on small table rails and seems to be more than sufficient for the required conditions. The tubes/cable clips were easy to use and looked neater. If you want to set up your monitor once and then leave it in place, then this mount will do the trick.
