Should the new drive be empty, loaded with a mysterious application?

Outrageous. I'm buying an external SDD (probably empty) that comes pre-installed with a Chinese movie app that cannot be removed. WTF? How can I tell if it has already infected my system and stolen personal information or if it won't be able to do so in the future? Shut down this company. Let them explain. Outrageous.
