You can get over 4 inches with the top of the controller mount, but you have to rotate the phone 90° for it to hold. 6.5 should refer to the screen size of the device. big and cheap 7" tab and it almost fit. My note10+ in the case fits in a regular mounting foot with 1/4" headroom. Photos with my old S6. As I said the Xbox One Gen 2 controller (the one with the headphone jack btw, great controller) works great but everything else I've tried NOT including the DS3 (SIXAXIS), DS4, Xbox 360 and Shield.
